The Database at the Border

Minnesota is easy to romanticise from a distance: college hockey pipelines, Moorhead forwards, family names accumulating on rosters like old money. Federal immigration enforcement is harder to romanticise, which is why it is so often rendered as a technical question—data integration, pattern recognition, interoperability—until the human being at the end of the workflow disappears behind a dashboard.

That is the tension running through the available record. In an interview with netzpolitik.org, organisers from Purge Palantir argue that Palantir’s software connects existing systems, aggregates large datasets and helps surface patterns for government customers, including ICE. They further allege that the company’s tools are used alongside facial-recognition systems to identify people resisting deportation or protesting ICE. Those are advocacy claims, not adjudicated findings, and the interview does not independently substantiate them; but they identify the civil-liberties question with uncomfortable precision: what happens when administrative data becomes an enforcement map? The useful legal instinct here is to resist both the panic slogan and the software brochure. The question is not whether a platform is merely “data” or whether an officer, somewhere, still makes the final decision. It is what records are joined, who can query them, what inferences are generated, how long information persists, and whether anyone can reconstruct the chain from database hit to government action. A system can be technically indirect and constitutionally consequential. Bureaucracy has always known this; it just used to require more filing cabinets.

Purge Palantir’s account is, in one sense, a map of political frustration. A consumer boycott is a poor fit for a company whose customers are governments and large institutions; nobody is choosing between two brands of federal data fusion in aisle seven. The campaign has instead tried to publicise public contracts and political donations, and points to resistance or setbacks involving European institutions and governments. Its interview lays out that strategy.

But the organisers’ own uncertainty is the point worth underlining. They say it is difficult to remove Palantir after deployment and unclear what data the company stores and retains. Their estimate of its federal-agency footprint is imprecise—either 21 or 26 agencies—and their claims about contracts, ICE use and political influence remain claims from an advocacy campaign. That ambiguity is not an argument for complacency. It is an argument for records: procurement documents, data-sharing agreements, retention schedules, access logs, impact assessments, audit rights and public explanations of which decisions a system can shape.

The dreary genius of modern enforcement technology is that it can convert a coercive policy into an implementation detail. “We do not conduct removals” may sound like a bright ethical line; in practice, supplying the system that identifies, correlates and prioritises people can still alter the reach of removals. The line between back office and front line is often where power goes to become unphotogenic. For lawyers, local officials and journalists, that is precisely where the paperwork needs to get interesting.

Minnesota’s other news supplies an accidental corrective to the abstraction. Joey Cullen, a 16-year-old Moorhead forward, has committed to the Gophers, where he is expected to join brothers Wyatt and Brooks; their father, Matt Cullen, is becoming the programme’s director of player development. Before that, Joey is scheduled to spend a season with USA Hockey’s National Team Development Program in Michigan and is expected at Minnesota in 2028–29. Elsewhere, all three Plante brothers are set to play at Minnesota-Duluth: Victor and Max are Red Wings prospects, while Zam is tied to Pittsburgh. Max arrives after a Hobey Baker-winning season, and the profile’s central concern is that Victor be allowed to become himself rather than a sequel with skates. Detroit Hockey Now tells that family story. It is a wholesome reminder that institutions can recognise a person as more than a record: not merely “Cullen, projected asset,” nor “Plante, sibling of established performer,” but someone with a future not yet reducible to a model.

That is not an argument that hockey recruiting and immigration enforcement are morally comparable; plainly, they are not. It is an argument about institutional habits. The Gophers can hold a young player’s biography as a set of relationships, development and contingency. A surveillance-and-enforcement stack is rewarded for converting biography into searchable risk. The public’s job is to insist that the second system never gets to pretend it is just doing what the first does, only with worse fonts and a federal badge.
