The War Pauses, the Chokepoints Do Not

Washington has announced a pause that behaves less like a ceasefire than a stopwatch. Donald Trump says fresh US strikes are off provided a deal can be made rapidly; he says Iran, Israel and unnamed regional states have converged on parameters involving the Strait of Hormuz and Iran’s nuclear programme. Tehran, through the semi-official Mehr agency, denies asking the United States to wait. That is not a minor discrepancy. It is the difference between negotiations and one side narrating negotiations into existence. BBC News | Reuters via Yahoo

The context makes the conditional grammar matter. An April ceasefire collapsed in June, after which the US blockaded Iranian ports and struck Iranian sites while Iran fired missiles and drones at US assets and targeted shipping. Reports cited by the BBC said US and Israeli officials had been considering an especially punishing campaign against Iranian energy infrastructure. A pause after that sort of threat is not peace descending from the clouds; it is coercive diplomacy with the safety catch visibly still off. BBC News

Saudi Arabia appears to be trying to turn that safety catch into an actual brake. Crown Prince Mohammed bin Salman urged dialogue in his call with Trump, while Saudi concerns reportedly centred on the obvious consequence of attacking Iranian energy targets: retaliation against Gulf energy infrastructure. Riyadh has the misfortune of being close enough to the battlefield to be vital, rich enough to be targetable, and dependent enough on regional commerce to dislike both outcomes. The Strait of Hormuz has become the war’s most consequential bargaining chip because geography does not care about anyone’s talking points. Before the war, it carried 20% of the world’s oil and liquefied natural gas, according to Reuters. Iran has largely closed it; the disruption has helped push energy prices higher, while Brent crude rose 24% as the April ceasefire unravelled. The war is therefore not merely being fought over missiles, nuclear capacity or national prestige. It is also being fought over who can charge the rest of the world for a map. Reuters via Yahoo

Even the apparent opening is slippery. Iranian officials said Tehran and Oman were discussing a new route through the strait, but Iran’s foreign-ministry spokesperson said those talks were separate from the question of opening or closing Hormuz itself. Iran had previously rejected an Omani proposal, backed by Gulf states, that reportedly included voluntary transit fees. The vocabulary is instructive: not freedom of navigation, exactly, but a prospective toll system for a route the global economy had assumed was simply there, like oxygen or a functioning central bank. Meanwhile, the water remains dangerously literal. British maritime authorities reported an unknown projectile damaging one tanker’s engine room off Oman and a separate nearby explosion reported by another tanker. The same conflict has generated warnings for Americans across ten regional countries and, according to the AP, Iranian drone attacks on facilities in Kuwait. The strategic lesson is drearily familiar: once commerce becomes leverage, civilian shipping and neighbouring infrastructure become the ledger on which belligerents record their arguments. The most misleading noun in this war may be proxy. Iran-aligned armed groups are neither remote-control devices nor disinterested local charities. CNN describes an Axis of Resistance that was badly weakened after the 2023 Hamas attack and Israel’s subsequent campaign, but is now reopening fronts across the region. Its members share ideological and geopolitical interests with Tehran while retaining their own identities and priorities; the Houthis, analysts say, may now be the most independent of them. That makes escalation harder to deter and much harder to neatly trade away at a negotiating table. CNN

The practical result is a widening arc of risk. The Houthis have threatened Saudi shipping through Bab al-Mandeb, another critical route for Saudi crude, and CNN reports missile strikes on Saudi oil complexes on the Red Sea coast, with satellite imagery and geolocated video suggesting extensive damage at one facility near Jazan. Tehran can gain pressure from these networks, but pressure is not the same thing as command. A militia able to complicate an adversary’s plans may also complicate its sponsor’s exit strategy. That is why a deal confined to Washington, Tehran and Jerusalem would be less a settlement than an optimistic draft. Israel’s energy minister has publicly said Israel would strike if Iran renewed its nuclear programme or advanced ballistic-missile industries; Iran has made an end to Israeli attacks in southern Lebanon a reported condition in its understanding with the US. Each side is describing an endpoint that contains an escape hatch, and the regional armed networks supply several more. The war’s central absurdity is that every party professes to want de-escalation while preserving the right to decide, alone, what counts as escalation. Reuters via Yahoo | CNN
